The May 2011 Competitiveness Council asked Member States to “reduce […] the time needed to get licences and permits to take up and perform the specific activity of an enterprise to three months by the end of 2013 and to one month by the end of 2015”.
The study checked and ascertained compliance by each Member State and other CIP participating country (Competitiveness and Innovation Program run by Directorate General Enterprise) with this commitment. The study followed the indications of the May 2011 Competitiveness Council conclusions and the Entrepreneurship 2020 Action plan.
